RE : The solution to climate change.
( human excrement + nuclear waste = hydrogen ) The USA discharges Trillions of tons of sewage annually, sufficient quantity to sustain electrical generation requirements of the USA.

Redirecting existing sewage systems to containment facilities would be a considerable infrastructure modification project.
It is the intense radiation that causes the conversion of organic material into hydrogen, therefore what some would consider the most dangerous waste because of its radiation would be the best for this utilization.

I believe the combination of clean water and clean air, will increase the life expectancy of humans.
The four main areas of concern globally are energy, food,water and air!
he radiolytic decomposion of organic materials generates Hydrogen By using our sewage as a source of energy we also get clean air , clean water, and no ethanol use of food stocks. Eat food first, create energy after.

Simply replacing the fossil fuel powered electrical generating facilities with these plants, would reduce CO2 emissions, and CH4 emissions, to acceptable levels, globally.
This would require a completely new reactor facility capable of converting human waste into hydrogen and then burning the hydrogen to generate electricity on site.

This solution is sellable to citizens because of all the side issue solutions. I ve been able to convince most simply with concept of using nuclear waste to a productive end.
Superbugs ( antibiotic resistant ) apparently are created in the waters sewage is discharged into, which is one more side issue solution.

Anything not converting into hydrogen will potentially be disposed of using Transmutation.
The water emitted from hydrogen burning will have uses in leaching heavy metals from other contaminated site clean ups

Technical Concepts Challenges and Approaches

Non Proliferation Challenges as well as Technical Challenges require the participation from a Darpa approved research facility familiar with the new materials indicated in (RFI).

What non-weapons grade materials will provide sufficient illumination to maximise hydrogen generation, while still being readily available for civilian utilization of the eventual technology transfer?
What is the optimum ratio (organic material to waste) to induce maximum sustainable volumes of hydrogen generation?

What is the best format to present the organic material for optimum conversion rate, (ie) wet / dry ?
Without going into great detail, the minimization of established interests ability to undermined the development process, is a significant issue to address.

Regarding the JP8 requirement of the RDI, a portion of the organics could be redirected into bio diesel production as well as a portion of that demand be converted into hydrogen fuelled vehicles.

 Presentation by Mr. Dennis Baker
Good day, Members of the Environmental Assessment Panel. I would like to thank you for the opportunity to speak in regards to the proposed deep rock disposal of nuclear waste, and I would like to commend the Panel for allowing the public to participate in keeping with the North American Agreement on Environmental Cooperation.
I must admit I do not envy your collective responsibilities in this matter, as apparently you are between a rock and a hard place in determining the appropriateness of this proposal.
My obvious pessimism concerning the factors that will ultimately result in the decision to proceed with the deep rock disposal of nuclear waste is based on reality and the experiences obtained as a result of designing a nuclear waste clean-up vehicle.
First, I wish to state my opposition to this plan and endeavour to communicate the reasons why. Secondly, I will put forth some suggested alternative solutions for your consideration and debate.
I will utilize the word "deferral" due to my personal word association with "disposal", conferring the meaning "solution", which this proposal is not.
The main flaw in these hearings is the fact that you are going to proceed regardless of input at these hearings. The influence of those who have a vested economic interest is given a far greater consideration than the necessity to prevent exposure of future generations to what they will determine as an unacceptable health risk.
Contrary to popular misconceptions, technology does exist right now to recycle fuel bundles. This, of course, is unacceptable to the uranium mining industry. Taking into account the environmental devastation associated with that industry, the health concerns of humans are irrelevant when weighed against corporate profits; therefore an evaluation of the environmental implications of deep rock deferral should include the expected environmental repercussions of fuel bundle replacement.
Transmutation processes also exist to dispose of nuclear waste, but this technology is not controlled by the same individuals who stand to benefit from deep rock deferral and are therefore deemed too expensive and is referred to as "conventional transmutation", recognizing the potential to be further developed with a reasonable degree of certainty.
The reality of site selection economics, series of property purchases/transactions prior to public announcements, mineral rights appropriations, consensus-building human migration to ensure majority community acceptance, should all be microscopically scrutinized in minute detail.
These mitigating factors would make the deep rock deferral a violation of the North American Agreement on Environmental Cooperation, Article 1.6(b), and I will quote from that:
"Providing assistance in consultations under Article 1114 of the NAFTA where a Party considers that another Party is waving or derogating from, or offering to waive or otherwise derogate from an environmental measure as an encouragement to establish, acquire, expand or retain an investment of an investor with a view to avoiding any such encouragement."
It is my humble submission that a long-term series of investments started in 1977 are presently being maintained in hopes of full maturity with the final approval of this proposal.
The argument that scientists support this deferral technology carries little weight, as we've all heard from expert scientists who have disputed the dangers associated with smoking, disputed the dangers associated with toxic chemicals such as DDT, and promoted the use of Thalidomide. Individual economic reality all too often dictates the support of irresponsible academia.
The use of natural analogies to demonstrate that containment and isolation has occurred in nature over long periods of time will not be useful in building confidence in the long-term aspects of the deferral concept due to the simple fact concentration levels do not exist naturally, as well as particle radiation is a result of human manipulation.
Natural analogy is useful in assessing naturally occurring phenomenon only.
The use of computer codes and models as analytical tools to evaluate the geological stability will not be as accurate as claimed due to recent data that has given credibility to the increased rotational speed of the planet Earth, apparently as a result of the large dams and reservoirs associated with them. This was not taken into account when you use the terms "foreseeable" and "predictable" when assessing potential geological disruptions to a proposed repository site.
Global climatic destabilization is a reality now. Predicting the effects of this on a proposed site requires reference input that does not exist.
Clearly insufficient knowledge of the total cumulative effects of human actions was known at the time this course of action was initially conceived, as well as technological advances since then have made deep rock disposal a fundamentally flawed concept with the real potential of threatening the continued existence of all life on this planet.
The argument for recycling fuel bundles is overwhelming, and without a valid counter-argument. The desire to mine more uranium by industry is no longer sufficient justification to refrain from recycling, and all of society is aware of that.
The Earth Summit at Rio produced Agenda 21, and the following references are being used to support the immediate initiation of a fuel bundle recycling program as well as the other solutions I humbly and respectfully put forth for your consideration from Agenda 21, Section 20, Environmentally Sound Management of Hazardous Wastes, Including Prevention of Illegal International Traffic in Hazardous Wastes:
"20.1 - Effective control of the generation, storage, treatment, recycling, recovery and disposal of hazardous wastes is of paramount importance for proper health, environmental protection and natural resource management and sustainable development.
"20.2 - Prevention of the generation of hazardous wastes and the rehabilitation of contaminated sites are the key elements.
"20.6 - (Overall Objective) within the framework of the integrated life-cycle management, the overall objective is to prevent, to the extent possible, and minimize the generation of hazardous wastes as well as manage those wastes in such a way that they do not cause harm to health and the environment.
"20.9 - One of the first priorities in hazardous waste management is minimization as part of a broader approach to changing industrial processes and consumer patterns through pollution prevention and cleaner production strategies.
Section 22: Safe and Environmentally Sound Management of Radioactive Wastes.
"22.1 - (The final sentence) The growth of waste volumes should continue to be kept under close review.
"22.2 - The safe and environmentally sound management of radioactive wastes, including their minimization, transportation and disposal is important given their characteristics."
Under Management Related Activities:
"22.4 - Promote policies and practical measures to minimize and limit, where appropriate, the generation of radioactive wastes.
"22.8(a) - Promote research and development of methods for the safe and environmentally sound treatment, processing and disposal, including deep geological disposal, of high- level radioactive waste."
The only way to minimize waste is through the recycling of fuel bundles. Deep geological disposal was noted in Agenda 21 as one area of research, not an exclusive direction of investigation, and by no stretch of the imagination does it minimize or prevent any portion of the existing waste stream generated by the Canadian Nuclear Industry.
One direction of research that could be selected by the Atomic Energy Control Board is the transformation of nuclear waste into a useful form of energy.
The radiolitic decomposition of organic materials generates hydrogen gas.
Hydrogen gas is a very useful energy course; burns clean with water as the emission by- product. Humans generate a phenomenal amount of organic waste. The United Nations is very concerned about oceanic contamination by organic waste. Human organic waste could be treated to prevent methane generation, then exposed to nuclear waste to generate hydrogen gas. The potential solving of three issues with one action.
The Atomic Energy Control Board could also willingly participate in my Job Creation Program which is included in the attached 5-page outline. You received that.
There is an unending list of eminent persons and signed international agreements recommending the rehabilitation of contaminated sites. The Portable Wheat Starch System designed by me to accomplish this task will play an important role.
Pages 6 and 7 are copies of entries from the Atomic Energy Control Act in 1946.
Very clearly and beyond a reasonable doubt, my Portable Wheat Starch System qualifies as a discovery, invention, improvement process, apparatus and machine under 8(h) of the Atomic Energy Control Act, and cannot be obtained without the approval of the Governor General in Council as this would be a violation of the Act and subject to prosecution under Section 20.
Had these actions been with the consent of the Governor General in Council, then that would put one more prosecution in order, as the Act states in Section 8(c) that the process to obtain my inventions are purchase, lease, requisition or expropriation.
The following is a short list of what I've received as payments to date:
Numerous death threats (on occasion by the RCMP); numerous criminal prosecutions, (not guilty when self- represented); refusal by lawyers for representation; arbitrarily imprisoned to prevent my speaking to a Parliamentary Committee; denial for any and all funding sources; the Security Forces claiming I'm Charles Manson; denial for employment opportunity; and my three children have been irreparably and permanently damaged socially, emotionally, mentally and physiologically by this theft.
The conspiracy involved in the theft of my thoughts is widespread, and by way of this submission I am requesting a full investigation by the Ministry of Justice, the Atomic Energy Control Board, and the Council for Environmental Cooperation, and these investigations are to be in accordance with the North American Agreement on Environmental Cooperation, quote:
"...providing assistance in consultations under article 1114 of the NAFTA where a Party considers that another Party is waiving or derogating from, or offering to waive or otherwise derogate from an environmental measure as an encouragement to establish, acquire, expand or retain an investment of an investor with a view to avoiding any such encouragement."

MR. KALEVAR: Mr. Baker, I'm deeply disturbed about what I just heard from you, about harassment by the RCMP and so on...
MR. BAKER: So am I.
MR. KALEVAR: I beg your pardon?
MR. BAKER: So am I.
MR. KALEVAR: Well, I'm sure more than me perhaps. And I am just ... I don't know where to start. Well, firstly, I fully sympathize with you, and I guess I don't know what questions to ask here, but to say that if anything we can do, we will try to do with you on this subject, because I think what you are doing is very essential for the survival of the planet, and anybody who is hindering that needs to be pushed aside.
Having said that. What has been the response ... or, have you returned and communicated with the Attorney General or the Solicitor General and have you had any responses?
MR. BAKER: I did request for Herb Gray to intervene on a couple of the unnecessary prosecutions. Basically there was two attempts to put me in jail for fighting the Pendicton forest fire, while no attempt was made to put the person who started the fire in jail.
Herb Gray, unfortunately, referred me back to the RCMP, and it was ridiculous and a futile waste of my time to even contact them. And whether it be because some of the corporations I feel are involved have a vested interest in Herb Gray's riding or not, I don't know.
THE CHAIRMAN: Thank you. Microphone number 3.
MR. LAWSON: Tom Lawson, Port Hope. Do I hear you correctly that very strong measures are being used to marginalize you one way or another? Is that correct?
MR. BAKER: Oh, sure. Yes.
MR. LAWSON: Could you put into words what you believe would be the honest statement of one of the key people, whoever it might be, going after you? Why is it worth going after this person? Why is it worth shutting him up? Can you answer that question as if they were speaking?
MR. BAKER: The reason it's worth shutting me up is because I've been very vocal in criticizing the Canadian criminal justice system; having been a resident of their establishments on a couple of occasions. There is a vested economic interest in the continuation of that process as well, and it's a market they don't want to lose.
THE CHAIRMAN: Thank you, Mr. Baker. Have you a question to put to Mr. Baker?
MR. KALEVAR: Yes. Another one, if you don't mind.
THE CHAIRMAN: I think we must recognize that this is a matter of great concern to Mr. Baker, it is not probably directly related to the responsibilities of this review process. But nonetheless, we have heard you and you are recorded.
Would you keep that in mind as you put your question, please?
MR. KALEVAR: My second question is directly related to the responsibilities of the Panel and the report they are planning to prepare.
I was in Rio, Brazil for the Earth Summit. Are you aware of the Indio-Treaties (phoen) that came out on nuclear power, nuclear waste , and military expenditures?
MR. BAKER: No, sir, unfortunately I'm not.
MR. KALEVAR: All right. I just wanted to know that. Thank you.
MR. BAKER: And if I may correct, Mr. Chairman, with all respect, the cleaning up of nuclear waste is directly --
THE CHAIRMAN: Oh, no question about that. I was really referring to the great concerns you have expressed towards the end of your presentation, Mr. Baker, about your personal ... the comments made with respect to your personal concerns. And that, as I say --
MR. BAKER: My personal concerns I feel are directly indicative of the support process behind the deep rock deferral of nuclear waste.
THE CHAIRMAN: I appreciate that. I've taken that on board very much. Thank you, Mr. Baker.

APRIL 15/2010Notified Elections BC of intention to be a Candidate in Provincial Elections

April 16/ 2008 RCMP Mhyres stopped a vehicle I was in and claimed to have found a Tylenol container with Morphine inside.

I immediately stated “I want that fingerprinted”

 Mhyres then rolled the container in both hands and stated “That’s Contaminated”, and tossed the container to RCMP Anderson.

Later RCMP Mhyres claimed to have also found a” gram of crack” in the vehicle.

I was held in jail for 5 days, and released under house arrest conditions, with insufficient time for me to meet the Candidacy prerequisites of Elections BC.

July 21/2009 genocide complaint against RCMP Mhyres sent to the Office of the Prosecutor International Criminal Court

October 06/2009   2 emails (evidence) sent to the International Criminal Court

October 07/2009   RCMP Mhyres and RCMP Livingstone stopped a vehicle I was in and claimed to have found a “gram of Crack”. I was arrested and my apartment was searched. Mhyres and Livingstone claimed finding some morphine pills.

RCMP Mhyres found a cell phone which Linda Bachmann immediately informed him that it was hers.

RCMP Mhyres charged me with possession of a cell phone in violation of bail Conditions.

RCMP Mhyres and RCMP Livingstone to the best of my knowledge then used a wireless web device and fabricated an email conversation related to trafficking in morphine, using the confiscated cell phone to receive.

I have reasonable and probable  grounds to believe that a check with the provider of RCMP Mhyres wireless communication devices will show he was the Originator of these text messages.

The telephone provider of the alleged Originator of these emails has no record of these communications, yet the provider records do indicate receiving these emails, on Linda Bachmann’s cell phone.

The Original Purpose of Trafficking charge was dropped by the Federal Crown Prosecutor as a result of a Motion / Application to a Judge written by me, while in jail.

I spent six weeks in jail and was released only after pleading guilty to charges I was innocent of.

The Cell Phone possession conviction clearly proves this allegation of innocence.

The Prime Minister’s Office contacted RCMP regarding my complaints against these prosecutions, which the RCMP again refused to investigate. GO# 2102 2010 – 11946 (E Div Crim Ops file 2010CP-0517)

The crew of a cargo ship belonging to Saskatchewan-based mining corporation Cameco discovered two open containers of uranium after weathering a storm near Hawaii. Although the uranium is destined for nuclear reactors in China, the spill forced an emergency return to Ladysmith, BC.

RE : The solution to climate change.
( human excrement + nuclear waste = hydrogen ) The USA discharges Trillions of tons of sewage annually, sufficient quantity to sustain electrical generation requirements of the USA.

Redirecting existing sewage systems to containment facilities would be a considerable infrastructure modification project.
It is the intense radiation that causes the conversion of organic material into hydrogen, therefore what some would consider the most dangerous waste because of its radiation would be the best for this utilization.

I believe the combination of clean water and clean air, will increase the life expectancy of humans.
The four main areas of concern globally are energy, food,water and air!
he radiolytic decomposion of organic materials generates Hydrogen By using our sewage as a source of energy we also get clean air , clean water, and no ethanol use of food stocks. Eat food first, create energy after.

Simply replacing the fossil fuel powered electrical generating facilities with these plants, would reduce CO2 emissions, and CH4 emissions, to acceptable levels, globally.
This would require a completely new reactor facility capable of converting human waste into hydrogen and then burning the hydrogen to generate electricity on site.

This solution is sellable to citizens because of all the side issue solutions. I ve been able to convince most simply with concept of using nuclear waste to a productive end.
Superbugs ( antibiotic resistant ) apparently are created in the waters sewage is discharged into, which is one more side issue solution.

Anything not converting into hydrogen will potentially be disposed of using Transmutation.
The water emitted from hydrogen burning will have uses in leaching heavy metals from other contaminated site clean ups

Technical Concepts Challenges and Approaches

Non Proliferation Challenges as well as Technical Challenges require the participation from a Darpa approved research facility familiar with the new materials indicated in (RFI).

What non-weapons grade materials will provide sufficient illumination to maximise hydrogen generation, while still being readily available for civilian utilization of the eventual technology transfer?
What is the optimum ratio (organic material to waste) to induce maximum sustainable volumes of hydrogen generation?

What is the best format to present the organic material for optimum conversion rate, (ie) wet / dry ?
Without going into great detail, the minimization of established interests ability to undermined the development process, is a significant issue to address.

Regarding the JP8 requirement of the RDI, a portion of the organics could be redirected into bio diesel production as well as a portion of that demand be converted into hydrogen fuelled vehicles.

 Presentation by Mr. Dennis Baker
Good day, Members of the Environmental Assessment Panel. I would like to thank you for the opportunity to speak in regards to the proposed deep rock disposal of nuclear waste, and I would like to commend the Panel for allowing the public to participate in keeping with the North American Agreement on Environmental Cooperation.
I must admit I do not envy your collective responsibilities in this matter, as apparently you are between a rock and a hard place in determining the appropriateness of this proposal.
My obvious pessimism concerning the factors that will ultimately result in the decision to proceed with the deep rock disposal of nuclear waste is based on reality and the experiences obtained as a result of designing a nuclear waste clean-up vehicle.
First, I wish to state my opposition to this plan and endeavour to communicate the reasons why. Secondly, I will put forth some suggested alternative solutions for your consideration and debate.
I will utilize the word "deferral" due to my personal word association with "disposal", conferring the meaning "solution", which this proposal is not.
The main flaw in these hearings is the fact that you are going to proceed regardless of input at these hearings. The influence of those who have a vested economic interest is given a far greater consideration than the necessity to prevent exposure of future generations to what they will determine as an unacceptable health risk.
Contrary to popular misconceptions, technology does exist right now to recycle fuel bundles. This, of course, is unacceptable to the uranium mining industry. Taking into account the environmental devastation associated with that industry, the health concerns of humans are irrelevant when weighed against corporate profits; therefore an evaluation of the environmental implications of deep rock deferral should include the expected environmental repercussions of fuel bundle replacement.
Transmutation processes also exist to dispose of nuclear waste, but this technology is not controlled by the same individuals who stand to benefit from deep rock deferral and are therefore deemed too expensive and is referred to as "conventional transmutation", recognizing the potential to be further developed with a reasonable degree of certainty.
The reality of site selection economics, series of property purchases/transactions prior to public announcements, mineral rights appropriations, consensus-building human migration to ensure majority community acceptance, should all be microscopically scrutinized in minute detail.
These mitigating factors would make the deep rock deferral a violation of the North American Agreement on Environmental Cooperation, Article 1.6(b), and I will quote from that:
"Providing assistance in consultations under Article 1114 of the NAFTA where a Party considers that another Party is waving or derogating from, or offering to waive or otherwise derogate from an environmental measure as an encouragement to establish, acquire, expand or retain an investment of an investor with a view to avoiding any such encouragement."
It is my humble submission that a long-term series of investments started in 1977 are presently being maintained in hopes of full maturity with the final approval of this proposal.
The argument that scientists support this deferral technology carries little weight, as we've all heard from expert scientists who have disputed the dangers associated with smoking, disputed the dangers associated with toxic chemicals such as DDT, and promoted the use of Thalidomide. Individual economic reality all too often dictates the support of irresponsible academia.
The use of natural analogies to demonstrate that containment and isolation has occurred in nature over long periods of time will not be useful in building confidence in the long-term aspects of the deferral concept due to the simple fact concentration levels do not exist naturally, as well as particle radiation is a result of human manipulation.
Natural analogy is useful in assessing naturally occurring phenomenon only.
The use of computer codes and models as analytical tools to evaluate the geological stability will not be as accurate as claimed due to recent data that has given credibility to the increased rotational speed of the planet Earth, apparently as a result of the large dams and reservoirs associated with them. This was not taken into account when you use the terms "foreseeable" and "predictable" when assessing potential geological disruptions to a proposed repository site.
Global climatic destabilization is a reality now. Predicting the effects of this on a proposed site requires reference input that does not exist.
Clearly insufficient knowledge of the total cumulative effects of human actions was known at the time this course of action was initially conceived, as well as technological advances since then have made deep rock disposal a fundamentally flawed concept with the real potential of threatening the continued existence of all life on this planet.
The argument for recycling fuel bundles is overwhelming, and without a valid counter-argument. The desire to mine more uranium by industry is no longer sufficient justification to refrain from recycling, and all of society is aware of that.
The Earth Summit at Rio produced Agenda 21, and the following references are being used to support the immediate initiation of a fuel bundle recycling program as well as the other solutions I humbly and respectfully put forth for your consideration from Agenda 21, Section 20, Environmentally Sound Management of Hazardous Wastes, Including Prevention of Illegal International Traffic in Hazardous Wastes:
"20.1 - Effective control of the generation, storage, treatment, recycling, recovery and disposal of hazardous wastes is of paramount importance for proper health, environmental protection and natural resource management and sustainable development.
"20.2 - Prevention of the generation of hazardous wastes and the rehabilitation of contaminated sites are the key elements.
"20.6 - (Overall Objective) within the framework of the integrated life-cycle management, the overall objective is to prevent, to the extent possible, and minimize the generation of hazardous wastes as well as manage those wastes in such a way that they do not cause harm to health and the environment.
"20.9 - One of the first priorities in hazardous waste management is minimization as part of a broader approach to changing industrial processes and consumer patterns through pollution prevention and cleaner production strategies.
Section 22: Safe and Environmentally Sound Management of Radioactive Wastes.
"22.1 - (The final sentence) The growth of waste volumes should continue to be kept under close review.
"22.2 - The safe and environmentally sound management of radioactive wastes, including their minimization, transportation and disposal is important given their characteristics."
Under Management Related Activities:
"22.4 - Promote policies and practical measures to minimize and limit, where appropriate, the generation of radioactive wastes.
"22.8(a) - Promote research and development of methods for the safe and environmentally sound treatment, processing and disposal, including deep geological disposal, of high- level radioactive waste."
The only way to minimize waste is through the recycling of fuel bundles. Deep geological disposal was noted in Agenda 21 as one area of research, not an exclusive direction of investigation, and by no stretch of the imagination does it minimize or prevent any portion of the existing waste stream generated by the Canadian Nuclear Industry.
One direction of research that could be selected by the Atomic Energy Control Board is the transformation of nuclear waste into a useful form of energy.
The radiolitic decomposition of organic materials generates hydrogen gas.
Hydrogen gas is a very useful energy course; burns clean with water as the emission by- product. Humans generate a phenomenal amount of organic waste. The United Nations is very concerned about oceanic contamination by organic waste. Human organic waste could be treated to prevent methane generation, then exposed to nuclear waste to generate hydrogen gas. The potential solving of three issues with one action.
The Atomic Energy Control Board could also willingly participate in my Job Creation Program which is included in the attached 5-page outline. You received that.
There is an unending list of eminent persons and signed international agreements recommending the rehabilitation of contaminated sites. The Portable Wheat Starch System designed by me to accomplish this task will play an important role.
Pages 6 and 7 are copies of entries from the Atomic Energy Control Act in 1946.
Very clearly and beyond a reasonable doubt, my Portable Wheat Starch System qualifies as a discovery, invention, improvement process, apparatus and machine under 8(h) of the Atomic Energy Control Act, and cannot be obtained without the approval of the Governor General in Council as this would be a violation of the Act and subject to prosecution under Section 20.
Had these actions been with the consent of the Governor General in Council, then that would put one more prosecution in order, as the Act states in Section 8(c) that the process to obtain my inventions are purchase, lease, requisition or expropriation.
The following is a short list of what I've received as payments to date:
Numerous death threats (on occasion by the RCMP); numerous criminal prosecutions, (not guilty when self- represented); refusal by lawyers for representation; arbitrarily imprisoned to prevent my speaking to a Parliamentary Committee; denial for any and all funding sources; the Security Forces claiming I'm Charles Manson; denial for employment opportunity; and my three children have been irreparably and permanently damaged socially, emotionally, mentally and physiologically by this theft.
The conspiracy involved in the theft of my thoughts is widespread, and by way of this submission I am requesting a full investigation by the Ministry of Justice, the Atomic Energy Control Board, and the Council for Environmental Cooperation, and these investigations are to be in accordance with the North American Agreement on Environmental Cooperation, quote:

MR. KALEVAR: Mr. Baker, I'm deeply disturbed about what I just heard from you, about harassment by the RCMP and so on...
MR. BAKER: So am I.
MR. KALEVAR: I beg your pardon?
MR. BAKER: So am I.
MR. KALEVAR: Well, I'm sure more than me perhaps. And I am just ... I don't know where to start. Well, firstly, I fully sympathize with you, and I guess I don't know what questions to ask here, but to say that if anything we can do, we will try to do with you on this subject, because I think what you are doing is very essential for the survival of the planet, and anybody who is hindering that needs to be pushed aside.
Having said that. What has been the response ... or, have you returned and communicated with the Attorney General or the Solicitor General and have you had any responses?
MR. BAKER: I did request for Herb Gray to intervene on a couple of the unnecessary prosecutions. Basically there was two attempts to put me in jail for fighting the Pendicton forest fire, while no attempt was made to put the person who started the fire in jail.
Herb Gray, unfortunately, referred me back to the RCMP, and it was ridiculous and a futile waste of my time to even contact them. And whether it be because some of the corporations I feel are involved have a vested interest in Herb Gray's riding or not, I don't know.
THE CHAIRMAN: Thank you. Microphone number 3.
MR. LAWSON: Tom Lawson, Port Hope. Do I hear you correctly that very strong measures are being used to marginalize you one way or another? Is that correct?
MR. BAKER: Oh, sure. Yes.
MR. LAWSON: Could you put into words what you believe would be the honest statement of one of the key people, whoever it might be, going after you? Why is it worth going after this person? Why is it worth shutting him up? Can you answer that question as if they were speaking?
MR. BAKER: The reason it's worth shutting me up is because I've been very vocal in criticizing the Canadian criminal justice system; having been a resident of their establishments on a couple of occasions. There is a vested economic interest in the continuation of that process as well, and it's a market they don't want to lose.
THE CHAIRMAN: Thank you, Mr. Baker. Have you a question to put to Mr. Baker?
MR. KALEVAR: Yes. Another one, if you don't mind.
THE CHAIRMAN: I think we must recognize that this is a matter of great concern to Mr. Baker, it is not probably directly related to the responsibilities of this review process. But nonetheless, we have heard you and you are recorded.

MR. KALEVAR: My second question is directly related to the responsibilities of the Panel and the report they are planning to prepare.
I was in Rio, Brazil for the Earth Summit. Are you aware of the Indio-Treaties (phoen) that came out on nuclear power, nuclear waste , and military expenditures?
MR. BAKER: No, sir, unfortunately I'm not.
MR. KALEVAR: All right. I just wanted to know that. Thank you.
MR. BAKER: And if I may correct, Mr. Chairman, with all respect, the cleaning up of nuclear waste is directly --
THE CHAIRMAN: Oh, no question about that. I was really referring to the great concerns you have expressed towards the end of your presentation, Mr. Baker, about your personal ... the comments made with respect to your personal concerns. And that, as I say --
MR. BAKER: My personal concerns I feel are directly indicative of the support process behind the deep rock deferral of nuclear waste.
THE CHAIRMAN: I appreciate that. I've taken that on board very much. Thank you, Mr. Baker.

APRIL 15/2010Notified Elections BC of intention to be a Candidate in Provincial Elections

April 16/ 2008 RCMP Mhyres stopped a vehicle I was in and claimed to have found a Tylenol container with Morphine inside.

I immediately stated “I want that fingerprinted”

 Mhyres then rolled the container in both hands and stated “That’s Contaminated”, and tossed the container to RCMP Anderson.

Later RCMP Mhyres claimed to have also found a” gram of crack” in the vehicle.

I was held in jail for 5 days, and released under house arrest conditions, with insufficient time for me to meet the Candidacy prerequisites of Elections BC.

July 21/2009 genocide complaint against RCMP Mhyres sent to the Office of the Prosecutor International Criminal Court

October 06/2009   2 emails (evidence) sent to the International Criminal Court

October 07/2009   RCMP Mhyres and RCMP Livingstone stopped a vehicle I was in and claimed to have found a “gram of Crack”. I was arrested and my apartment was searched. Mhyres and Livingstone claimed finding some morphine pills.

RCMP Mhyres found a cell phone which Linda Bachmann immediately informed him that it was hers.

RCMP Mhyres charged me with possession of a cell phone in violation of bail Conditions.

RCMP Mhyres and RCMP Livingstone to the best of my knowledge then used a wireless web device and fabricated an email conversation related to trafficking in morphine, using the confiscated cell phone to receive.

I have reasonable and probable  grounds to believe that a check with the provider of RCMP Mhyres wireless communication devices will show he was the Originator of these text messages.

The telephone provider of the alleged Originator of these emails has no record of these communications, yet the provider records do indicate receiving these emails, on Linda Bachmann’s cell phone.

The Original Purpose of Trafficking charge was dropped by the Federal Crown Prosecutor as a result of a Motion / Application to a Judge written by me, while in jail.

I spent six weeks in jail and was released only after pleading guilty to charges I was innocent of.

The Cell Phone possession conviction clearly proves this allegation of innocence.

The Prime Minister’s Office contacted RCMP regarding my complaints against these prosecutions, which the RCMP again refused to investigate. GO# 2102 2010 – 11946 (E Div Crim Ops file 2010CP-0517)
